Synopsis:
   on [<modes>]oper_notice [<serial#>] [-|^]<match> { <action> }

Description:
   This is triggered whenever a global oper notice is received.

Parameters:
   $0    server the notice came from
   $1-   body of the message

Examples:
   To alert the user of global oper notices:
   on ^oper_notice "*" {
     beep
     echo --global notice-- $1-
   }
