Synopsis:
   on [<modes>]public [<serial#>] [-|^]<match> { <action> }

Description:
   This hook is triggered whenever a regular public message is sent to the
   client's current channel by someone else also on the channel.

Parameters:
   $0    nickname sending message
   $1    channel sent to
   $2-   text of message
